California and the CTA.

In California we had in the past the standard branches of government, Legislative, Executive and Judicial.
But now, we have the CTA which considers itself the fourth branch of Government. Governor Brown made a weak attempt at convincing the chief 

lobbyist for the CTA, Joe Nuñes to support his budget which relies on billions of dollars would magicaly materialize or california would suffer 

from deep cuts from schools if it didn't, but Nuñes would have nothing to do with it. Few financial decisions are made in California without the 

approval of Nuñes who is considered one of the most powerful forces in the States politics. Nuñes represents a political force of more than 300 

thousand teachers and a considerable amount of money rivaling that of most politcal parties. It holds major power over Democrats shelling out 

mor e then 211 million dollars in political contributions and lobbying expences which is more than twice that of the powerful SEIU. What it comes 

down to is  California is subject to Union power and influence and nothing happens without approval of that power.
